and critical environmental areas.
- Reinvesting in and strengthening existing communities
and achieving more balanced regional development.
- Providing a variety of transportation choices.
- Making project planning decisions predictable,
fair and cost-effective.
- Encouraging citizen and concerned party
participation in project planning decisions.
